OILR is PAD’s first joint venture: the development of a dedicated commercial orbital launch and reentry complex in Reeves County, West Texas — approximately 115 miles southwest of Midland, the hub of the Permian Basin aerospace industry.
The thesis is straightforward. Global launch demand is outrunning supply: the space economy is projected to grow from roughly $600 billion today to $1.8 trillion by 2035, with the launch market expanding from about $12 billion to more than $40 billion annually — driven by satellite constellations, national security payloads, space logistics, and hypersonic systems. America’s coastal launch sites are congested and costly. OILR answers with a capital-efficient inland alternative: more than 150,000 acres of low-population land, established high-speed aerospace corridors, large safety buffers, and direct proximity to the Midland Air & Space Port and its growing manufacturing cluster.
The complex is planned to support orbital launch pads, vehicle integration, propellant storage, mission control and telemetry, and logistics — with room to expand into rocket manufacturing, testing, and additional pads. OILR is also built for reentry: from reusable first stages through orbital capsules returning with payloads, the site supports all types of vehicle designs and architectures for reentry and landing. The site has already hosted suborbital launch activity and rocket testing, and planned operations target a bi-weekly orbital launch cadence beginning in 2028, serving small-to-medium satellite and national security missions.
